INTRODUCTION
This position is located in the Division of Special Education, Office of the State Superintendent of Education (OSSE). Subject position provides agency level policy and program direction and technical management of the District of Columbia’s Special Education Data System (SEDS). This position directs the continued planning, development, implementation and administration of SEDS, while exercising broad authority to manage, determine, and implement the SEDS program’s goals and objectives.
This position works under the supervision of the Assistant Superintendent for Special Education. The supervisor makes assignments by broadly defining missions, objectives, priorities, and deadlines. The incumbent independently determines the most appropriate principles, practices and methods to apply in all phases of the project. Based on knowledge of the overall demands and functionality of SEDS, incumbent sets priorities and deadlines for daily workflow of the system, discusses policy issues with the supervisor, and keeps the supervisor informed of progress and potentially controversial issues.
DUTIES AND RESPONSIBLITIES
This position is responsible for managing the use, development, and functionality of SEDS. This is a highly visible position with a significant amount of responsibility, to include:

Supporting the provision of information for the SEDS data governance model that incorporates all aspects of the District of Columbia (DC) special educational community.

Demonstrating responsibility for recommending to supervisor the needed policy decision-making as related to data governance, operational sustainability, new functionality development, data availability and access. The information contained in SEDS will be made available, consistent with FERPA guidelines, to students, parents, the public at large, other governmental entities, the DC Local Education Agencies (LEAs), the United States Department of Education (USDE), and -other stake-holders.

Assisting in the analysis of special education data for purposes of -reporting to the U.S. Department of Education as well as other stakeholders.

Providing support to other units within OSSE’s Division of Special Education in analyzing student special education data.

Providing support to District LEAs in analyzing student special education data.

Analyzes and defines data requirements and specifications; designs, develops, installs, and implements databases.

Performs data manipulation and data quality control, e.g., importing data, eliminating duplicate data and recovering corrupted data.

Creates new and modifies existing database interfaces for both internal systems and external data sources as needed.

Reviews technical manuals and develops training manuals for users.

Represents OSSE in state and National special education statistics and information forums.
