Job Description
Harkcon is a seeking a full-time Continuity of Operations (COOP) Planner to provide support and assistance to the United States Coast Guard (USCG), Office of Emergency Management. Working closely with other Emergency Management professionals, the COOP Planner will assist in essential function identification and analyses, developing COOP policies and plans, and supporting  continuity exercises. The COOP Planner will work alongside and collaborate with other Emergency Management professionals to assist in the development of the Office’s goals and objectives.

As a COOP Planner you will be:
  • Providing and maintaining documents that include detailed instructions necessary to implement continuity operations and exercises.
  • Assisting the agency in the development of an annual continuity exercise in support of the national continuity strategy.
  • Identifying key stakeholders and facilitating discussion, training and decision making with a diverse group of subject matter experts.
  • Coordinating the agency’s Continuity of Operations plans and activities with pertinent federal agencies.
  • Applying knowledge of, and experience with, the Incident Command System (ICS) to develop emergency management related plans and policies.
  • Assisting in developing COOP policies.
  • Evaluating and capturing lessons learned as a result of COOP exercises and updating and maintaining COOP plans and documentation accordingly.
  • Providing reports on COOP lessons learned.
  • Assisting with Essential Function Validation and the development of Business Processes Analyses (BPA), Business Impact Analyses (BIA), and Risk Analyses (RA).  
  • Assisting with annual readiness surveys; compiling, analyzing, summarizing and presenting data.
  • Assisting in maintaining the accuracy and currency on the personnel database of the Alert and Warning System (AWS).
To do this job well, you will have:
  • An Active Top Secret Security Clearance
  • A BA or BS degree in Emergency Management, Public Health, or related field.
  • A minimum of three years' experience in Emergency Management including some COOP experience.
  • Experience in, and working knowledge of, Emergency Management databases, communication systems and reporting functions, including Incident Command System (ICS).
  • Experience developing exercise support documents (e.g., exercise directives, exercise plans, exercise and evaluation guides, and after-action reports).
  • Previous experience organizing exercises for senior-level staff including federal or state officials.
  • Strong oral communication and interpersonal skills to effectively engage with stakeholders at all levels; ability to deliver presentations to large groups.
  • Exceptional facilitation skills; ability to gather requirements and facilitate decision-making from diverse stakeholders and subject matter experts.
  • Strong written communication skills; ability to draft issue papers, memos and draft policies.
  • Strong planning, organizational, and time management skills with the ability to multi-task, flex and adjust to changing requirements and priorities quickly.
  • Ability to work independently and as a team player, promoting cooperation and collaboration.
  • A positive work attitude and desire to excel at work and desire for continuous learning.
  • Ability to work in hybrid setting: Onsite at least two days a week at Douglas A. Munro Coast Guard Headquarters Building, in Washington D.C., and work remotely three days a week during core business hours.
  • Proficiency in Microsoft 365 Suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint).

It’s preferred if you have:
  • A Homeland Security Exercise and Evaluation Program (HSEEP) Certification.
  • A Continuity Excellence Series - Level I Professional Continuity Practitioner Certification.
  • At least five years related experience.
